This image shows the front cover of a guide published in collaboration with the Leicester City Council, Leicestershire County Council, and the Leicestershire Constabulary, on how public employees can combat racial harassment and discrimination at a local level.
The report was commissioned shortly after the 1981 race riots which severely affected Leicester and other urban centres across the country. During the period, relations between the Afro-Caribbean community and the police were at a low ebb, and white nationalist groups such as the National Front were feeling emboldened.
